The Energy Skills Passport initiative, led by OEUK and RenewableUK is a collaborative effort between the UK and Scottish Governments, supported by industry leaders, aimed at assisting oil and gas workers in transitioning to renewable energy careers while maintaining high standards of safety, competence and quality.
OEUK and RenewableUK have appointed Energy & Utility Skills to lead the next phase of occupational profile development.
Delivering robust, industry-led occupational profiles
Under the new appointment, Energy & Utility Skills will work in close partnership with industry to:
- Develop industry-owned occupational profiles for additional roles across nuclear and electricity networks, laying the foundations for further coverage across the energy system.
- Engage employers, regulators and training providers to ensure every profile reflects real industry practice and future workforce needs.
- Ensure rigorous quality assurance, using our proven, UK-wide standards-setting methodology to deliver trusted, consistent outputs.
- Integrate content directly with the Energy Skills Passport, empowering workers to understand role requirements and visualise clear career pathways across the energy landscape.
- Support OEUK and RenewableUK by contributing insights, data and sector expertise to the Energy Skills Passport Steering Group.
This work builds on Energy & Utility Skills’ role as the UK’s standards‑setting body for energy and utilities, and its long‑standing track record of convening employers and partners to deliver credible, industry‑led workforce solutions.
Creating a more connected, confident and adaptable energy workforce
This appointment delivers lasting value for the nation’s workforce and the industries relying on it:
- Greater mobility: Workers will have clearer guidance on how their skills are transferable across sectors.
- Higher standards: Employers and training providers will benefit from consistent, industry‑approved role definitions that strengthen safety and competence.
- Stronger collaboration: The project brings together government, industry bodies and employers around a shared mission for a safer, more flexible workforce.
- National impact: By improving transparency and alignment across sectors, the project supports economic resilience and helps secure the UK’s long-term energy future, in line with the ambitions of our Skills Strategy 2025–2030.

The number of people working in the UK’s wind industry alone is set to double from 55,000 now to over 110,000 by 2030, so we’re keen to reach out to workers from other sectors to fill these roles, especially our colleagues in the oil and gas industries, and former members of the armed forces, as they have transferable skills and valuable experience which can be used to great advantage in our rapidly-expanding clean power sector”.
