Graham Dalton FREng

Graham joined the board of Energy & Utility Skills in 2023, and is also a non-executive director of Scottish Water. A chartered civil engineer, his executive career included 7 years as Chief Executive of the Highways Agency where he made the case for and then led the transition to Highways England, and 6 years as Chief Executive of Defence Infrastructure Organisation where he led a major performance turnround. Graham’s earlier career commenced with formal engineering training with British Rail, 7 years with consulting engineer Mouchel on the design of ports and power stations in the UK, Middle and Far East, and then 6 years with contractor Bovis on project management of major capital programmes. Graham has a first degree from Imperial College, London, and an MBA from Henley Management College.
Graham brings deep engineering knowledge to the Energy & Utility Skills Board, and extensive experience of operating and enhancing vital infrastructure networks. His experience with contractor, consultant, operator and Government give him a unique understanding of the roles each plays in the operation of utility and infrastructure networks.
Graham splits his time between Surrey and Scotland, is widowed with 3 daughters, and enjoys spending his time off hiking and sailing.
