What is the Network Construction Operations (Water) Mains Layer scheme?

The Network Construction Operations (NCO) Water Mains Layer scheme – also known as NCO (Water) Mains Layer – is based on the completion of one of the following: 

  • EUIAS Level 2 Diploma in Network Construction Operations (Water) 
  • CABWI Level 2 Certificate in Network Construction Operations (Water) 
  • City & Guilds Level 2 Diploma in Network Construction Operations (Water) 
  • SQA SVQ in Network Construction Operations (Water) 
  • Water Network Operative (WNO) Apprenticeship 

Registration as a Mains Layer on EUSR is for a period of 5 years. 

The information below shows the qualification and minimum units required of the Level 2 Certificate/Diploma in Network Construction Operations (Water) – Mains Layer for the Self-Lay and Distribution pathways. 

Evidence Requirements – EUIAS Qualification 

  • An EUIAS Level 2 Diploma in Network Construction Operations (Water) – Main Layer qualification certificate – (Note: please do not send in original certificates). 

Individuals will be registered for both ‘Self-Lay’ and ‘Distribution’ pathway. 

Mains Layer up to 180mm (Self-Lay & Distribution): 

  • 1078 – Principles of health and safety in utilities network construction 
  • 1079 – Install equipment for safe working on the highway in utilities network construction 
  • 1080 – Locate and avoid supply apparatus for utilities network construction 
  • 1081 – Excavate and maintain holes and trenches for utilities network construction 
  • 1082 – Operate powered tools, and equipment for utilities network construction 
  • 1083 – Joint materials by electrofusion processes on utilities network 
  • 1084 – Joint materials by mechanical means on water network construction 
  • 1085 – Install water mains up to 150mm nominal bore or 180mm polyethylene 
  • 1086 – Joint materials by butt fusion processes on utilities network construction, up to 180mm diameter 

Mains Layer up to 355mm (Self-Lay & Distribution): 

All units listed above for 180mm plus: 

  • 1089 – Install water mains from 150mm-300mm nominal bore or 180mm-355mm polyethylene 
  • 1091 – Joint materials by butt fusion processes between 180mm and 355mm for utilities network construction 

Mains Layer 355mm and above (Self-Lay & Distribution) 

All units listed above for 180mm and up to 355mm, plus: 

  • 1090 – Install water mains above 300mm nominal bore or 355mm polyethylene 
  • 1092 – Joint materials by butt fusion processes above 355mm for utilities network construction 

Evidence Requirements – CABWI Qualification 

  • A CABWI Level 2 Certificate in Network Construction Operations (Water) – Mains Layer qualification certificate – (Note: please do not send in original certificates). 

Individuals will be registered as either ‘Self-Lay’ or ‘Distribution’ pathway depending on the qualification units completed. 

Mains Layer up to 180mm (Self-Lay): 

  • R/503/0316 – Create an efficient and effective environment in utilities network construction 
  • D/503/1159 – Maintain a safe and secure working environment in utilities network construction
  • A/503/0665 – Establish and maintain effective working relationships in utilities network construction 
  • F/503/0683 – Install equipment for safe working on site for utilities network construction 
  • J/503/0684 – Locate and avoid supply apparatus for utilities network construction 
  • L/503/0685 – Excavate and maintain holes and trenches for utilities network construction 
  • Y/503/0687 – Operate powered tools and equipment for routine and predictable requirements on utilities network construction 
  • F/503/0666 – Joint materials by electrofusion processes on utilities network construction 
  • J/503/0667 – Joint materials by butt fusion processes on utilities network construction, up to 180mm diameter 
  • D/503/1162 – Joint materials by mechanical means on water network construction 
  • K/503/1164 – Install water mains up to 150mm nominal bore or 180mm polyethylene 

Mains Layer up to 180mm (Distribution): 

All units listed above for 180mm (Self-Lay) plus: 

  • A/503/0682 – Install equipment for safe working on the highway for utilities network construction 

Mains Layer up to 315mm (Self-Lay or Distribution): 

All units listed above for 180mm plus: 

  • Y/503/1161 – Joint materials by butt fusion processes between 180mm and 315mm for utilities network construction 
  • M/503/1165 – Install water mains from 150mm-300mm nominal bore or 180mm-315mm polyethylene 

Mains Layer 315mm and above (Self-Lay or Distribution) 

All units listed above for 180mm and up to 315mm, plus: 

  • R/503/1160 – Joint materials by butt fusion processes above 315mm for utilities network construction 
  • T/503/1166 – Install water mains above 300mm nominal bore or 315mm polyethylene 

Evidence Requirements – City & Guilds Qualification 

  • A City & Guilds Level 2 Diploma in Network Construction Operations (Water) – Mains Layer 

Qualification certificate – (Note: please do not send in original certificates).

Mains Layer up to 180mm (Self-Lay):

  • 206 – Locate and avoid supply apparatus for utilities network construction

  • 209 – Operate powered tools and equipment for routine and predictable requirements on utilities network construction 
  • 210 – Join materials by electrofusion processes on utilities network construction 
  • 211 – Joint materials by butt fusion processes on utilities network construction, up to 180mm diameter 
  • 220 – Maintain a safe and secure working environment on water network construction 
  • 223 – Join materials by mechanical means on water network construction 
  • 225 – Install water mains up to 150mm nominal bore or 180mm polyethylene 

Mains Layer up to 180mm (Distribution):

  • 204 Install equipment for safe working on the highway for utilities network construction 

Mains Layer up to 315mm (Self-Lay or Distribution): 

All units listed above for 180mm plus: 

  • 222 – Joint materials by butt fusion processes between 180mm and 315mm for utilities network construction 
  • 226 – Install water mains from 150mm-300mm nominal bore or 180mm-315mm polyethylene 

Mains Layer 315mm and above (Self-Lay or Distribution) 

All units listed above for 180mm and up to 315mm, plus: 

  • 221 – Joint materials by butt fusion processes above 315mm for utilities network construction 
  • 227 – Install water mains above 300mm nominal bore or 315mm polyethylene 

Evidence Requirements – SQA Qualification 

  • An SQA Level 2 SVQ in Network Construction Operations (Water) – Mains Layer qualification certificate – (Note: please do not send in original certificates). 

Individuals will be registered as either ‘Self-Lay’ or ‘Distribution’ pathway depending on the qualification units completed. 

Mains Layer up to 180mm (Self-Lay): 

  • J2TK04 – Work in an efficient and effective way in the utilities sector 
  • J2TL04 – Maintain a safe and secure working environment in utilities network construction 
  • J2TM04 – Work with other people in the utilities sector 
  • J2TN04 – Determine and manage equipment for safe working on sites 
  • J2TP04 – Locate and avoid supply apparatus for utilities network construction 
  • J2TR04 – Excavate and maintain holes and trenches for utilities network construction 
  • J2TS04 – Operate powered tools, equipment and small mobile plant for utilities network construction 
  • J2TY04 – Joint materials by electrofusion processes on water networks 
  • J2V204 – Joint materials by butt fusion processes on water networks (up to 180mm) 
  • J2TT04 – Joint materials by mechanical means on water networks 
  • J2V304 – Install engineering products or assets for water network construction water mains up to 150mm NB (180mm PE) 

Mains Layer up to 180mm (Distribution): 

All of the above units plus: 

  • J2TW04 – Set out, operate and remove signing, lighting and guarding for highway works 

Mains Layer up to 315mm (Self-Lay or Distribution): 

All units listed above for 180mm plus: 

  • J2V404 – Joint materials by butt fusion processes on water networks (between 180mm and 315mm) 
  • J2V604 – Install engineering products or assets for water network construction (from 150mm NB (180mm PE) to 300mm NB (315mm PE)) 

Mains Layer 315mm and above (Self-Lay or Distribution) 

All units listed above for 180mm and up to 315mm, plus: 

  • J2V504 – Joint materials by butt fusion processes on water networks (above 315mm) 
  • J2V704 – Install engineering products or assets for water network construction (above 300mm NB (above 315mm PE)) 

Evidence Requirements – WNO Apprenticeship 

  • An Institute for Apprenticeships & Technical Education – Water Network Operative Apprenticeship certificate – Level 2 

The WNO Apprenticeship provides the following Mains Layer EUSR registration: 

  • Mains Layer 180mm (Self-Lay & Distribution) 

Pre-requisites 

An individual registered as a Mains Layer must have EUSR registration for both National Water Hygiene and Safety, Health & Environmental Awareness (SHEA) Water as a pre-requisite.
