What is the Network Construction Operations (Gas) Escape, Locate & Repair (ELR) scheme?

The Network Construction Operations (NCO) Gas Escape, Locate & Repair (ELR)  scheme – also known as NCO (Gas) Escape, Locate & Repair (ELR) – is dependent upon the individual completing one of the following qualifications for Service or Main Layer under the ‘Distribution’ pathway, or apprenticeship: 

  • EUIAS Level 2 Diploma in Network Construction Operations (Gas) 
  • City & Guilds Level 2 Diploma in Network Construction Operations (Gas) 
  • Gas Network Team Leader (GNTL) Apprenticeship, (Team Leader Mains Laying): Level 2. 
  • Gas Network Operative (GNO) Apprenticeship 

(Note: registration of ELR category is not available to those who have completed the Self-Lay pathway or those being re-registered for the Self-Lay pathway). 

Evidence Requirements – EUIAS Qualification 

Registration on EUSR for Escape, Locate & Repair (ELR) category is dependent upon the individual completing the EUIAS qualification for Service/Mains Layer (Self-Lay & Distribution) plus all of the relevant ELR units listed below: 

  • 1101 – Conduct specified testing of gas networks associated with leakage location 
  • 1102 – Minimise risks to life, property, and the environment during gas escapes 
  • 1103 – Analyse and interpret the results of surveys to determine the location of gas escapes 
  • 1104 – Restore gas network components to operational condition 

Individuals who complete the (ELR) units will be registered for NCO Gas Service/Main Layer (Self-Lay & Distribution) plus, Escape, Locate & Repair. 

An ELR registration may be claimed at the same time as NCO registration/re-registration provided the evidence requirements are met. 

Evidence Requirements – City & Guilds Qualification 

Registration on EUSR for Escape, Locate & Repair (ELR) category is dependent upon the individual completing the relevant City & Guilds qualification for Service/ Mains Layer under the ‘Distribution’ pathway plus all of the relevant ELR units listed below: 

  • 217 Restore gas network components to operational condition by repair 
  • 218 Conduct specified testing of gas networks associated with leakage location 
  • 304 Minimise risks to life, property, and the environment during gas escapes 
  • 305 Analyse and interpret the results of surveys to determine the location of gas escapes 

Individuals who complete the (ELR) units will be registered for NCO (Gas) Service/Main Layer (Distribution) plus, Escape, Locate & Repair. 

An ELR registration may be claimed at the same time as NCO registration/re-registration provided the evidence requirements are met. 

Evidence Requirements – GNTL Apprenticeship 

An Institute for Apprenticeships & Technical Education – Gas Network Team Leader (Team Leader Mains Laying): Level 2. 

The GNTL Apprenticeship provides the following EUSR registration: 

  • NCO Gas Escape, Locate and Repair 

Evidence Requirements – GNO Apprenticeship 

An Institute for Apprenticeships & Technical Education – Gas Network Operative Apprenticeship certificate – Level 2 

The GNO Apprenticeship provides the following EUSR registration: 

  • NCO Gas Escape, Locate and Repair 

Pre-requisites 

NCO (Gas) Service Layer (Distribution pathway) or NCO (Gas) Mains Layer (Distribution pathway) 

All individuals must also hold a valid EUSR registration for SHEA Gas.
