You need to hold an in-date EUSR SHEA Water registration and National Water Hygiene registration before you can be awarded an EUSR NCO (Water) registration. We will check this on EUSR, so you do not need to provide any evidence.
This application form can be used to obtain a new EUSR Network Construction Operations (Water) registration or to renew an existing one.

Evidence Requirements
The Network Construction Operations Water, NCO (Water) scheme is for individuals who are required to work on the water networks as part of their role.
The registration categories reflect the different roles across the networks, some aspects into ‘pipe sizes’, and incorporate individual’s specialist skills such as Repair and Maintenance.
Registration on NCO (Water) is available in the following categories. Please click on sections to view the evidence requirements:
- Trainee (Probationary)
- Trainee (Experienced Worker)
- Assistant
- Service Layer
- Main Layer (broken down by mains pipe size)
- Repair and Maintenance
- Supervisor
In addition to the registration categories listed, an individual will also be registered as either ‘Self-Lay’ or ‘Distribution’ pathway, or both. This is determined by the qualification/units completed or the apprenticeship undertaken.
As a guide:
- the unit for working on ‘Sites’ is Self-Lay pathway
- the unit for working in the ‘Highway’ is ‘Distribution’ pathway
Registration on EUSR
Registration on EUSR is gained when the required certificate evidence has been submitted and verified.
Individuals must hold a valid EUSR registration for SHEA Water and National Water Hygiene.
NCO (Water) registration is valid for 5 years, with the exception of the Trainee (Probationary) and Trainee (Experienced Worker) categories.
Trainee (Probationary) and Trainee (Experienced Worker) registration is valid for 30 months. Individuals may only be registered once.
From 01 May 2025 new registration categories of Trainee and Experienced Worker will be available and the registration period will be 18 months, and non-renewable.
Virtual Cards
Your EUSR record must include your mobile number as this is needed to access your new virtual card. Your Application Form will be reviewed and processed within 7-10 days. You will receive an SMS message from EUSR with a link to access the Vicarda app and a unique registration and PIN number to access your virtual card.

Some employers may also pay £3 for an additional plastic smart card. You must provide a mobile number to receive an SMS message with a unique registration and PIN number to access your virtual card.
