Occupational Mapping Overview

The UK energy and utilities sector operates within a constantly shifting landscape shaped by political, social, economic, and technological drivers. These external pressures affect both how organisations operate and how their people work. To remain compliant, productive, and resilient, the sector requires a safe, skilled, and sustainable workforce that can adapt quickly.

Occupational Mapping is the process of linking occupational profiles across the sector to create a clear, structured view of current and future workforce needs. It identifies the competency requirements for each role, enables smarter recruitment and training, supports smooth transitions between occupations, and shows potential career progression routes.

What we are Delivering

The project will produce a free to use online resource containing a comprehensive occupational map of the energy and utilities sector. This map will incorporate detailed occupational profiles for all key roles.

Each occupational profile will provide:

  • A standard for the role – setting out the industry agreed tasks typically carried out in that occupation.
  • The knowledge – the technical information and understanding needed to perform the role effectively and safely.
  • The skills – the practical, hands-on capabilities required to complete the tasks to the expected standard.
  • Details of any mandated qualifications or authorisations needed.
  • Contextual information such as the nature of the work, indicative salary ranges, training options, and opportunities for professional development.

The resource will also allow users to compare roles, identifying transferable skills and knowledge gaps. This will help employers, training providers, and individuals to plan targeted training that enables faster, more cost-effective transitions between roles.

How we will Deliver it

The occupational mapping will be driven by the industry, using insights from employer network groups and membership forums. These inputs will ensure the map reflects operational priorities, captures the full range of occupations, and addresses both current and emerging skills requirements.

The work will align with existing training provision, funding structures, and regulatory frameworks, ensuring it can be readily integrated into workforce planning. By defining industry‑agreed tasks, knowledge, skills, and qualifications for each role, the map will provide a consistent benchmark for competence across the sector.

Intended use

Occupational mapping will serve as a practical tool for:

  • Recruitment – clarifying role requirements and identifying suitable candidates.
  • Training and development – linking training provision to defined role standards and skill needs.
  • Career planning – showing clear pathways and supporting professional growth.
  • Workforce mobility – enabling movement between roles through recognition of transferable competence.

By standardising the way the sector describes and measures competence, occupational mapping will support the sector with a more agile, responsive, and capable workforce.
