Opportunity to help shape a transformative digital platform for the UK’s energy, water and waste sectors
Energy & Utility Skills Group (EUSG) has launched an Invitation to Tender (ITT) seeking an experienced digital platform delivery partner with expertise in workforce, careers, skills, recruitment, data and user-centred design solutions.
The proposed platform is designed to become a single, trusted digital front door for the sector, helping people discover careers, new job openings in the sector, identify training opportunities and connect with employers. At the same time, it aims to provide employers, partners and policymakers with richer workforce insight to support long-term workforce planning and resilience.
The opportunity follows extensive engagement with employers, partners, government stakeholders and end users throughout 2025 and early 2026, which identified a strong appetite for a more coordinated and user-focused approach to workforce attraction, development and mobility. Participants consistently highlighted challenges including fragmented career information, disconnected training pathways, inconsistent role descriptions and limited visibility of opportunities across the wider sector.
As the sector continues to deliver major investment programmes linked to energy security, decarbonisation, water infrastructure and the circular economy, workforce demand is increasing significantly. EUSG’s Skills Strategy forecasts that the sector will require 312,300 new workers by 2030, creating an urgent need to improve how people discover and access careers across the industries EUSG supports.
The proposed platform will seek to address these challenges by creating a more connected and intuitive experience for users. The vision includes helping individuals understand how their existing skills could transfer into new roles, providing clearer career pathways, connecting training opportunities to occupations and supporting more effective talent matching across employers and supply chains.
The ITT seeks proposals from organisations with proven experience in delivering large-scale digital platforms that serve multiple user groups and integrate complex data and system environments. Suppliers will be invited to demonstrate their capability across user research, service design, technical architecture, software development and ongoing support.We would particularly encourage responses from organisations with expertise in:

- User-centred service design
- Data and analytics platforms
- AI-enabled workforce solutions

- Public-facing digital transformation projects
