The Energy & Utility Skills Partnership (EUSP) CEO Council

The Energy & Utility Skills Partnership (EUSP) CEO Council brings together Chief Executives and Managing Directors from across the energy, water, and waste sectors and serves as the authoritative skills voice for industry. The Council’s role is to identify and prioritise the most critical workforce challenges, shape the Energy & Utility Skills Group Skills Strategy, inform cross-sector responses, and influence decision-makers across the four nations of the UK.

Meeting formally twice a year, the Council sets the strategic direction for skills and workforce development, focusing on outcomes delivered through the EUSP Delivery Board. Members agree critical cross-sector priorities that drive the sector forward and oversee the deployment of industry resources to achieve them. The Council also provides a forum for escalation, ensuring complex challenges are addressed collectively and with impact.

Governance is straightforward and effective. A Chair, nominated by members, serves for a three-year term (with the option of extension) and provides leadership to ensure meetings remain focused and purposeful. The CEO Council currently has an Acting Chair, with a new permanent Chair due to be elected at the December 2025 meeting. Following the December 2025 meeting the agenda, minutes and meeting resources will be uploaded to the Energy & Utility Skills Group website.

Membership is by invitation, with Chief Executive Officers and Managing Directors from leading organisations joining alongside the CEO of the Energy & Utility Skills Group. The Council is supported by the EUSP Delivery Board, which brings together senior representatives nominated by Council members, reflecting the breadth of the EUSP network groups, to turn strategic priorities into practical action. Energy & Utility Skills provides secretariat support, enabling the Council to remain focused on outcomes for the sector.
