Changes to CSCS Green Labourer Card for Utilities Workers: Feedback Requested

We are working with CSCS and the Construction Leadership Council to make sure that individuals who work on a construction site have the right CSCS card for their role.

EUSR is the CSCS Alliance Partner for all utilities work on a construction site. All individuals in our sector must have an appropriate CSCS card issued by EUSR for the job they are doing on a construction site.

Historically our SHEA registrations have all been printed onto CSCS Green Labourer cards, regardless of the individual’s job. From June 2025, the CSCS partner card status is being removed and if employers or individuals need a CSCS card, they will have to apply for the right card for the job they are doing on site.

The removal of the CSCS Green Labourer Card status from SHEA is required, along with many other CSCS Alliance Partners, and we are having to put processes in place to ensure we only issue Green Labourer cards to those who are genuine unskilled labourers.
